RESUMEN

La comunicación pretende dar una visión descriptiva de la Alta Inspección de Educación hoy en España, desde el conocimiento de la normativa que la regula, las actividades que constituyen su práctica cotidiana y algún apunte sobre su evolución.

ABSTRACT

The notice aims to provide a narrative of the High Inspectorate of Education today in Spain, from the knowledge of the law that governs the activities that constitute their daily practice and a memo on its progress.

RESUMEN

La calidad de la supervisión escolar tiene como fin proporcionar al docente herramientas para ejecutar la toma de decisiones, ejercer el liderazgo, desarrollar la ética profesional y estudiar las alternativas necesarias que faciliten alcanzar las metas. En éste sentido, la autopoiesis y calidad de la supervisión educativa ponen de manifiesto la interacción sistémica que debe prevalecer cuando se desempeñen las actividades de acuerdo a las funciones universales de la supervisión tales como: dirigir, coordinar, supervisar y evaluar de manera responsable la ejecución de las políticas educativas. En el mismo orden de ideas, el sector escolar se encarga de cooperar con la acción supervisora en los planteles y las funciones de velar por el buen funcionamiento del sector a fin de implementar nuevos planteamientos a directivos, docentes, padres y representantes con miras a resolver las situaciones conflictivas. Asimismo, los enfoques de la supervisión, contribuyen a controlar y mejorar la gestión administrativa y académica de cada plantel, proporcionan los elementos necesarios en los procesos de cambio y favorecen el acto supervisorio. Este último, coadyuva a consolidar el ser, como único espacio donde predominen los valores y la responsabilidad, inclusive, la función supervisora se encargará poner en práctica las competencias, habilidades y condiciones que conlleven al supervisor a realizar múltiples actividades que promuevan los procesos democráticos en el conocer, ser, y hacer para que los conocimientos transmitidos permitan la verdadera transformación humanística, técnica y científica. Finalmente, durante la acción supervisora los retos serán la punta de lanza en beneficio de la calidad, cambio y autopoiesis, como medio que proyecte nuevas formas de supervisar en los espacios de la sociedad en el ámbito regional, nacional e internacional.

ABSTRACT

The quality of the scholastic supervision has as aim to provide to educational the tools to execute the decision making, to exert the leadership, to develop the professional ethics and to study the necessary alternatives that they facilitate to reach the goals. In this one sense, the autopoiesis and quality of the educative supervision show the systemic interaction that must prevail when the activities according to the universal functions of the supervision evolve such as: to direct, to coordinate, to supervise and to evaluate of way responsible the completion for the educative policies. In the same order of ideas, the scholastic sector is in charge to cooperate with the supervisora action in the establishments and the functions of guarding by the good operation of the sector in order to implement new manager expositions, educational, parents and representatives with a view to solving the conflicting situations. Also, the approaches of the supervision, contribute to control and to improve the administrative and academic management of each establishment, they provide the necessary elements in the change processes and favor the act supervisorio. This last one, helps to consolidate the being, like unique space where the values and the responsibility predominate, inclusively, the supervisory function will be in charge to put in practice the competitions, abilities and conditions that entail the supervisor to realise manifolds activities that promote the democratic processes in knowing, to be, and to make so that the transmitted knowledge allow the true humanistic transformation, technical and scientific. Finally, during the supervisory action the challenges will be the point of the spear to the benefit of the quality, change and autopoiesis, like means that project new forms to supervise in the spaces of the society in the regional scope, national and international.

RESUMEN

Dos retos se plantean en el ámbito educativo y por ende a la Inspección. Por una parte, la comunidad escolar se encuentra inmersa, con mayor o menor intensidad, en un proceso de innovación que incluye de manera muy destacada las nuevas tecnologías y que a todos afecta: a los profesores, a la organización y gestión de los centros, a las relaciones con las familias y al alumnado que de manera natural convive con el mundo digital.

Por otra, se ha publicado recientemente la Ley que regula la Administración electrónica que pretende hacer realidad un nuevo tipo de administración que, a través de las nuevas tecnologías, supere las sempiternas trabas del tiempo y del espacio para acceder a la misma y realizar cuantos trámites y gestiones sean necesarias.

ABSTRACT

Two challenges are presented on the educational ground and, consequently, both affect the Inspectorate of Education. On one side, schools are undertaking an innovation process -which involves all the people with interest on education- that includes school management, the relationship with students' families and the interaction with students themselves, who happen to live naturally on a digital sphere.

On the other hand, an Act of Parliament for the regulation of digital proceedings has been recently passed. With the support of new technologies, it intends to produce a new type of administration which gets over the everlasting drawbacks of time and space that discourage citizens when trying to access to it, and allows them to fulfil all the necessary requirements in a procedure.
